ZIP-Level Territory Map

Interactive map showing all 2,617 school assignments across 20 RM + 1 AD territories. Four counties subdivided at ZIP level: DADE, ORANGE, HILLSBOROUGH, BROWARD. All territories county-level contiguous. Includes ZIP code search to find which RM covers any ZIP. Hover over areas to see RM names and school counts.

Data Files

Final Deliverables:
  • final_rm_assignments.json - Per-RM detailed metrics (schools, counties, ZIPs)
  • final_rm_summary.csv - Summary table (schools, targets, diffs)
  • assignment_changes.csv - School-by-school change log (31.3% total churn, 16.2% net churn)
Core Data:
  • schools.csv - School database (2,617 schools with final assignments)
  • rms.csv - Regional Manager roster (20 RMs: 15 standard + 5 senior; plus 1 AD)
  • florida_zip_adjacency.json - ZIP code adjacency graph
  • distances.csv - RM-to-school road miles (125-mile radius)

Key Results

  • 100% Coverage: All 2,617 schools assigned (no unassigned)
  • 100% Contiguity: All 21 territories form single connected geographic regions (no disconnected pockets)
  • Balance Rate: 16/20 RMs within tolerance (80%); AD at exact target
  • Travel Reduction: 203 fewer 100-mile roundtrips (564 → 361, -36.0%)
  • Road Distances: Algorithm uses actual driving distances (MapBox API), not straight lines
  • Distance Compliance: 85% (17/20 RMs) within 125-mile hard limit
  • Subdivided Counties: 4 counties at ZIP level (DADE, ORANGE, HILLSBOROUGH, BROWARD)
  • Churn Rate: 820 schools total (31.3%) - 396 to 3 new RMs (48.3% of churn, inevitable), 424 redistributed among existing RMs (16.2% net churn)
  • Clean Mapping: Every ZIP code assigned to exactly one RM (enables ZIP lookup tools)

Project Timeline

October 30, 2025 - Project Initialization
Initial project structure, MapBox API integration, Census ZCTA data integration, data validation framework
October 31 - November 2, 2025 - Algorithm Development
Data validation, early contiguity-aware redistribution attempts, shift from ZIP-first to county-first strategy, repository cleanup (1.32GB reduction)
November 7, 2025 - Phase 1 Complete: Baseline Redistribution
Breakthrough with county-first approach achieving 80% balance rate, distance-first methodology addressing Florida's geography, 125-mile limit established
November 8, 2025 - Phase 2 Complete: New RM Placement
Data-driven gap analysis identifying St Petersburg, Kissimmee, and Lakeland as optimal locations for 3 new RMs
November 10, 2025 - Phase 3 Complete: Final Redistribution
Final algorithm achieving 16/20 RMs within tolerance (80% balance rate), critical geographic assignment corrections, ZIP integrity fixes for DADE County, comprehensive audit
November 11, 2025 - Contiguity Validation
ZIP-level contiguity failure discovered and resolved, Kristin O'Brien home location corrected, 100% contiguity achieved across all 21 territories
November 18, 2025 - Final Deliverables
Comprehensive cleanup, final visualizations (ZIP-level map, interactive table, dashboard), documentation polish, churn analysis, distance compliance audit, territory map color optimization

Most Impacted Territories

  • Jalem Robinson: 211 schools changed - Lost PINELLAS County (109 schools) to New RM #1 (St Petersburg). PINELLAS is high-density gap region requiring dedicated coverage. Territory now consolidated in HILLSBOROUGH/PASCO (153 schools, within target).
  • Russell Hunt: 181 schools changed - Lost POLK County (94 schools) to New RM #3 (Lakeland). POLK County needed dedicated coverage. New RM #3 positioned in Lakeland to serve this region. Russell assigned 136 schools across 4 counties (HERNANDO, LAKE, ORANGE, SUMTER).
  • Kelly Valdivia: 118 schools changed - Internal DADE rebalancing among 3 RMs + 1 AD. Territory adjusted for FTE-proportional balance (157 schools, within 130-170 range).
  • Dina Damus: 111 schools changed - Internal DADE rebalancing (Senior RM, 0.6 FTE). Territory adjusted to 96 schools (within 78-102 range).
  • Note: All changes have geographic/equity justifications. 43.4% of total churn went to 3 new RMs (inevitable).
